Informational Meetings - Learn about State of Minnesota Job Order Contracting, how it works and what to expect.

The Acquisitions section of the Office of State Procurement (OSP) supports the Commissioner of Administration's statutory responsibilities (Minn. Stat. Ch. 16C) in the open and competitive acquisition of construction services. To help achieve this, construction projects are advertised online.

Small Construction Projects

  • Advertised on the Solicitation Announcements page.
  • Estimated at $50,000 or less.
  • Download the project requirements and specifications at no cost.
  • Requires a Vendor Identification Number to log into the SWIFT System. You can obtain a Vendor ID here:

Large Construction Projects - The Virtual Plan Room

  • The Virtual Plan Room announces construction solicitations for State agencies such as the departments of Administration, Military Affairs, Natural Resources, Transportation, Pollution Control Agency, and other State Agencies.

QuestCDN Plan Room

  • You can view projects at Select "Virtual Plan Room - Construction Contracts."
  • Plans and specifications can be downloaded per project for a non-refundable charge of $6.00. Parties may become a Subscriber by paying an annual cost of $200 to QuestCDN for unlimited downloads.

Equal Pay Requirements for State Purchasing and Contracting

Following passage of the 2014 Women's Economic Security Act, vendors with 40 or more employees in Minnesota or their primary place of business are required to obtain an Equal Pay Certificate from the Minnesota Department of Human Rights (MDHR) prior to executing a contract for over $500,000.
