Environmentally Responsible Purchasing Report
(Change to the Order Add/Maintain Screen)

The legislature requires Admin to report on environmentally responsible purchasing. The Department of Administration supports procuring environmentally friendly goods and services that meet users' needs and provide the best value to the state.

The Authority for Local Purchase Manual requires ALP buyers to manually report quarterly all environmentally responsible purchases. All MAPS users will electronically code purchase orders which will allow ALP buyers to stop submitting the quarterly report. One of the following environmental codes is required at the line item on orders to comprehensively capture environmentally responsible purchasing. Due to the complex nature of product composition, production methods, and operation, it is not possible to have preassigned default environmental codes for individual commodity codes.

The environmental codes are:

EE = Energy Efficient
LT = Less Toxic
PB = Plant-based
RB = Rebuilt
RC = Recycled Content (post-consumer)
RK = Reduced Packaging
EM = Remanufactured
RE = Repair
US = Used
WC = Water Conserving
MU = Multiple Codes
TO = Other
NO = None

How do I determine what is the appropriate environmental code?

If not ordering from a state contract, the buyer must obtain the information from the vendor during the solicitation process.

If using MAPS, use the new Buyer Message AMPABQ

The Buyer Message AMPABQ, the basic bid language, will be modified to add the following language to obtain environmental information from vendors regarding how their products meet the environmental characteristics identified in each code.

Environmental Characteristics For Reporting Purposes

The State desires to purchase environmentally responsible goods and services where practicable. To be able to identify these products and report the purchasing results, we must know the environmentally responsible characteristics of the goods and services offered. Using the list of environmental codes below, specify which line items have environmentally responsible characteristics and enter the appropriate environmental code. The environmental codes are:

EE = Energy Efficient
EM = Remanufactured
LT = Less Toxic
RE = Repair
PB = Plant-based
US = Used
RB = Rebuilt
WC = Water Conserving
RC = Recycled Content
MU = Multiple Codes

What if you don't use MAPS to solicit responses?

If you are not using the MAPS system to solicit a response, you must incorporate the above information in your off-line solicitations to obtain the environmental codes.

How do I code the lines on Contract Release Orders on State Contracts?

Some Contract Releases for State commodity contracts show a recycled logo on the lines that have an environmentally responsible characteristic, while other Contract Releases show the actual code. If there is no code and it is not obvious what the code should be, contact the AMS or vendor for the information. If it is obvious in the name of the item what the environmental code is, use that code . (For example: A remanufactured engine would be coded EM.)

As new contracts are issued and current contracts are extended or revised, the Contract Release will be updated incorporating the environmental codes on the appropriate contract lines, where possible.

How do I code the lines on a POR document type order?

If you are processing your solicitation in MAPS through the requisition/solicitation process, the POR will automatically generate at a 434 status code. The environmental code can be added to the order lines at this status code. However if you have any other changes you will have to change the status code to 405 to enter those changes.
