Welcome to Minnesota's Materials Management Division Cooperative Purchasing Opportunities

Minnesota's Cooperative Purchasing Venture (CPV), established by Minn. Stat. 16C.03, subd.10, allows eligible entities to purchase goods, certain services and utilities from contracts established by the Materials Management Division (MMD) for Minnesota state agencies. MMD contracts with vendors to provide goods, services and utilities to state agencies. This program creates a legal relationship so that eligible governmental entities can use these contracts just like state agencies. Minnesota Statutes 471.59, subd. 1, known as the Joint Powers Act, defines the governmental entities that may join the CPV program. They include counties, cities, towns, townships, and school districts, as well as other entities. Laws of Minnesota, 2007, Chapters 83 and 101, added five new categories of certain tax-exempt, non-profit entities and charitable organizations to the list of entities eligible to use these contracts.

Legislation passed in the 2009 Legislative Session encourages all municipalities defined in Minn. Stat. 471.345 to utilize the state's contracts available under the Cooperative Purchasing Venture. For your convenience, we are providing this list of State Contracts Available to Cooperative Purchasing Venture Members. The list is updated frequently.

Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP) is a free, voluntary group purchasing organization for government facilities that provide healthcare services. MMCAP was created in 1985 and is operated by the State of Minnesota, Materials Management Division.

MMCAP's membership extends across nearly every state in the nation, delivering volume buying power that, in combination with careful contract management, ensures low prices and best value for members.

Members receive access to a full range of pharmaceuticals and other healthcare products and services; such as medical supplies, influenza vaccine, dental supplies, drug testing, wholesaler distribution services, stockpiling for emergency preparedness, vials and containers, wholesaler invoice auditing and returned goods processing.


Western States Contracting Alliance - PC Contracts, originally announced and competed in 1998 by the State of New Mexico, are contracts with PC manufacturers to provide, through volume contracting and careful contract management, the best value in PCs to the participating entities in 41 states that currently use these contracts. In January of 2004, administration and management of these contracts was transferred to the Materials Management Division. Numerous contracts based on solicitations issued by Minnesota since February 2004, have become effective at various times since September 2004.
