ALP Manual Updates

April 3, 2012, In Appendix Q Construction Solicitations, the Instructions for Construction Solicitations was updated. In Appendix D, the Format for Construction Solicitations was revised.

March 27, 2012, The Class Material portion of the ALP Manual was updated.

February 29, 2012, In Appendix D the Request for Quotation (RFQ) Form and the Request for Bid (RFB) were updated.

February 9, 2012, Updated the ALP Manual Table of Contents. In Appendix N combined Purchasing Policy 13b and 13c, and removed policy 13c. In Appendix D the Workers' Compensation Exemption Form was revised and renamed Workers' Compensation Exemption Statement - Sole Proprietor Example.

January 25, 2012, Updated the ALP Manual Table of Contents, and updated ALP Manual Section 2 specifically paragraph 2.1.1 and paragraph 2.49. In Appendix N updated Purchasing Policy 35, specifically page 8, Example 1. Appendix S was completely changed from MAPS information to SWIFT information.

January 6, 2012, Updated the Appendix D Contract Feedback Form and the Single Source Justification Form.

In Appendix N, Purchasing Policy 32 was rescinded and Purchasing Policy 36, Travel Policy was added. In Appendix O, Executive Order 08-01 was rescinded, and two new Executive Orders were added: 11-12 EE and RE in MN Public Buildings and 11-13 Sustainable Energy Environment.

April 1, 2011, In Appendix N, Purchasing Policy 38, Receipt and/or Accrual and Use of Promotional Items and/or Benefits Earned When Purchasing Goods and Services with State Funds has been added.

February 10, 2011, In Appendix D, the Request for Emergency Authorization Form has been updated.

January 26, 2011, In Appendix C and Appendix D, the four types of insurance requirements, General, Equipment, Special, and Aviation have been updated.

January 14, 2011, In Appendix N, Purchasing Policy 28 has been changed. In Appendix J, the Economically Disadvantaged Counties in Minnesota has been updated. In Appendix D, the Request for Bid (RFB) has been updated.

November 24, 2010, The Sections 1-4 of the ALP Manual were totally revised. The ALP Table of Contents was updated to reflect the changes to Sections 1-4 and recent changes to the Appendices. In Appendix D the Request for Emergency Authorization Form was updated.

November 3, 2010, In Appendix D updated the RFB for Conference Facilities, and the RFP for Conference Facilities.

October 12, 2010, In Appendix D added the Request for Emergency Authorization Form.

October 6, 2010, In Appendix D the Request for Bid (RFB), RFB and Contract document for Bituminous Materials, Aggregates, Ready Mix and Sand, and the Veteran's Preference Form was updated. In Appendix N the Purchasing Policy 34, Bituminous Materials, Aggregates, Ready Mix, and Sand Policy for Mn/DOT was updated.

July 23, 2010, The ALP Table of Contents was updated to reflect recent changes to the Appendices.

July 22, 2010, Appendix O, Executive Orders was completely reorganized and several additional items were added. In Appendix D, in the Mn/DOT Materials section, the RFB and Contract Document for Bituminous Materials, Aggregates, Ready Mix and Sand was updated.

July 19, 2010, In Appendix N, a revised version of the Purchasing Policy 1b Purchasing Card Use Policy 2.1 was added.

July 14, 2010, In Appendix N, Purchasing Policy 35, Revised Instructions for Applying Preferences, was updated. In addition, Appendix G, Instructions for Determining Eligibility for Reciprocal Preferences, was updated.

June 24, 2010, In Appendix B, the fixed asset procurement term was updated. In Appendix C and Appendix D, Equipment and Special Insurance Requirements were updated, and Aviation Insurance Requirements was added. Also in Appendix D, in the Contracts section, the Request for Bid form was updated, and in the Conference section, the RFP for Conferences was updated. Appendix E, MAPS General Terms and Conditions, was updated. In Appendix F, both the MAPS Database index and the MAPS Buyer Messages were updated. In Appendix G, States with Resident Bidder and Reciprocal Preferences a new reference was added. Appendix H, Laws and Rules Governing State Purchasing and Contracting was updated. In Appendix J, Vendor Information, a link was changed for DEED/DHS Certified Rehabilitation Programs and Licensed Vendors. This new link now shows Digital Imaging, Assembly, Shredding, and Data Entry capable organizations, as well as the Janitorial service providers shown before.

April 27, 2010, In Appendix D, both the RFB and RFP for Conferences were updated. Appendix Q was updated. In Appendix D, Format for Construction Solicitations was updated to reflect the changes made in Appendix Q.

March 25, 2010, In Appendix N, Purchasing Policy 35, Revised Instructions for Applying Preferences was added. In Appendix J, The Changes in Applying Targeted Group and Economically Disadvantaged Preferences was replaced by Revised Instructions for Applying Preferences, the two Targeted Group Eligibility Matrixes were replaced by one table, the Table of Groups Experiencing Disparity, and two additions to the Appendix were the Department of Employment and Economic Development Certified List of Service Providers and the Guide to Verify US Veterans Affairs' Center of Veterans Enterprise Certification.

March 24, 2010, In Appendix N, the Purchasing Policy 1a, the Fleet Card Use Policy 1.1 was updated. Appendix Q was updated. In Appendix D, Format for Construction Solicitations was updated to reflect the changes made in Appendix Q.

February 5, 2010, In Appendix C, the following documents were updated: General Insurance Requirements, Equipment Insurance Requirements, Special Insurance Requirements. A new page, FACT SHEET 3 was added. The Table of Contents for the ALP Manual was updated.

December 9, 2009, The Table of Contents for the ALP Manual was updated.

November 25, 2009, In Appendix D, the Veterans Preference Form was changed, the RFB document was updated, and Format for Construction Solicitations was updated. In Appendix F, MAPS Text Modules/Buyer Messages, the AMPGVP, Veterans Preference was changed. Appendix Q was updated.

November 19, 2009, In Appendix D, the Request for Bid (RFB) was updated. In Appendix F, the buyer message AMPGBC was updated.

November 18, 2009, In Appendix N, Purchasing Policy 34, Bituminous Materials, Aggregates, Ready Mix and Sand for Mn/DOT was added. In Appendix D, three new forms were added under Conferences, and a new form was added under Mn/DOT Materials for Mn/DOT to use for roadway materials purchasing. In Appendix J, Economically Disadvantaged Counties in Minnesota was updated. The Table of Contents for the ALP Manual was updated. The Class Material was updated.

October 6, 2009, In Appendix E the MAPS General Terms and Conditions were changed in the order the terms appear and also in format. In Appendix F, both the MAPS Text Database and the MAPS Text Modules/Buyer Messages were changed. There are four new buyer messages: AMPGBC Background Check, AMPGPW Prevailing Wages, AMPGVP, Veterans Preference, AMPSSC Service Contracts. TheTable of Contents for the ALP Manual was updated.

August 25, 2009, In Appendix N, Purchasing Policy 13 was separated into the component parts as Policy 13a, the MMB policy, Policy 13b, the new Cell Phone addendum to the OET policy, and Policy 13c the OET policy for Use of Electronic Technology. Appendix H was updated with some additional statutes that bear on purchasing.

August 20, 2009, In Appendix N a revised version of the Purchasing Policy 33, Procuring Conferences, Meetings and Events, and Related Goods and Services was added. In Appendix D, two forms were revised and updated: Request for Quotation Form and Tabulation Sheet.

August 12, 2009, Appendix E was revised to add the Prevailing Wage requirement and the Veterans Preference language.

August 7, 2009, the ALP Manual Section 1 paragraph 1.6 had a numbering change, and revisions in ALP Manual Section 2 paragraph 2.38 and 2.38.1 were added. In Appendix N, an addendum to Purchasing Policy 13 Cellular Phone Purchase, Payment and Reimbursement was added as Purchasing Policy 13a. In Appendix D the Service Contract Certification Form and the template for the Request for Bid (RFB) was updated. In Appendix D two new forms were added: the Veterans Preference Form, and the Worker's Compensation Exemption Form.

July 28, 2009, the ALP Manual Section 2 was revised to agree with the recent change to Purchasing Policy 23.

July 16, 2009, in Appendix N a revised version of the Purchasing Policy 23 ALP Policy and Procedures Overview was added. In Appendix F, AMPCRT Construction Required Text was revised and updated in the MAPS Text Modules/Buyer Messages. In Appendix D the template for the Request for Bid (RFB) has been updated. Appendix Q Construction Solicitations was revised and added to incorporate the changes of the revised Purchasing Policy 31.

June 30, 2009, in Appendix N a revised version of the Purchasing Policy 31 Prevailing Wage Certified Payroll Requirements was added. In Appendix F, two new MAPS text modules were added: Prevailing Wages AMPGPW and Veterans Preference AMPGVP, AMPCRT Construction Required Text was revised, and AMPTVP Vehicle Purchases was also revised. The Appendix F Index was revised to show the two new text modules.

May 18, 2009, in Appendix N a revised version of the Purchasing Policy 1b Purchasing Card Use Policy 2.0 was added, and a new Purchasing Policy 1c Emergency Card Use Policy 3.0 was added.

May 8, 2009, an updated version of Appendix Q Construction was added. In Appendix D Forms, Format for Construction Solicitations was also updated.

April 8, 2009, in Appendix N an updated version of the Purchasing Policy 33 Procuring Conferences, Meetings and Events, and Related Goods and Services was added.

April 1, 2009, in Appendix D updated versions of the Service Contract Certification Form, General Insurance Requirements, Equipment Insurance Requirements, and Request for Bid (RFB) were added. The insurance forms are also found in Appendix C, Insurance, which was also updated.

January 27, 2009, in Appendix N a new policy, Purchasing Policy 33 Procuring Conferences, Meetings and Events, and Related Goods and Services was added. This policy covers the aspects of procuring conferences, training sessions, meetings, and related events. This policy is the specific policy and procedures that agencies must use when planning and procuring conferences.

January 21, 2009, the Appendix J was updated with a new version of the List of Economically Disadvantaged Counties. Appendix Q now includes the Governor's Executive Order 09-02. Appendix N has a revised, updated version of Purchasing Policy 16.

November 3, 2008, the Appendix F was updated with a new version of the MAPS Text Database Index and a new version of the MAPS Text Messages/Buyer Messages. AMPCRT Construction Required Text was added, and AMPBCQ and AMPBCT were deleted. Appendix Q was updated. Appendix D had a new form added for construction insurance for projects less than $50,000.

October 22, 2008, the Appendix N was updated with a new version of Purchasing Policy 23, which also is renamed to ALP Policy and Procedure Overview. This name change also changes the Table of Contents Appendix N where the purchasing policies are all listed.

October 8, 2008, the Appendix N was updated with a new version of Purchasing Policy 15, Instructions for Sales Tax Paid Directly to Vendor as an Exception to Direct Pay.

October 7, 2008, the Appendix D Forms was updated with a new letter, Follow-Up Letter for Prevailing Wage Payroll Information. Appendix N was updated with a new version of Purchasing Policy 9, Organizational Conflicts of Interest Policy.

October 1, 2008, the Appendix C Insurance was updated with new versions of the General Insurance Requirements, Equipment Insurance Requirements, and the Special Insurance Requirements. The Risk Management Division (RMD) Class Material was also updated to reflect the new liability limits change. The Example of Proof of Insurance - ACOR Certificate of Liability Insurance was changed to illustrate the new limits. Appendix D Forms was updated with new versions of the General Insurance Requirements, Equipment Insurance Requirements, and the Special Insurance Requirements. The Request for Bid was updated to include the new versions of the insurance forms.

August 12, 2008, the ALP Manual was updated by adding the Class Material section.

July 31, 2008, In addition to miscellaneous changes to clarify or standardize manual language throughout Sections 1, 2, and 3, the following changes have been made to the ALP Manual: Section 1, Authority for Local Purchase, was updated to add paragraph 1.4.3, Fleet Card, paragraph 1.5.3 was updated to require solicitations to be between $10,000 and $25,000, and paragraph 1.6.5 was updated to delete reference to Department of Employment and Economic Development - Community Rehabilitation Providers which has been moved to Section 3, paragraph 3.13, and limits purchases to buyer's delegated authority and requires a completed Service Contract Certification Form; Section 2, General Purchasing Policies and Procedures, was updated to revise paragraph 2.1.1 to include instructions for a buyer if requested to make a purchase that does not comply with purchasing laws, rules, policies and procedures; paragraph 2.5 titles were changed; paragraph 2.5.3 was updated to clarify consideration of solicitation responses; paragraph 2.7 was updated to revise website address; paragraph 2.10 was revised to provide information on freight/shipping terms; paragraph 2.24.2 was revised to add a reference to an example of environmental preference language; paragraph 2.33.1 was updated to revise appendix reference, and 2.46 was revised to clarify authorized signatures for a price contract; Section 3, Exceptions to the Solicitation Process, was updated to add paragraph 3.13, Community Rehabilitation Programs, which limits purchases to the agency buyer's delegated authority and requires completion of a service contract certification form for services; Appendix B, Glossary of Common Procurement Terms, was updated to add a definition for Price Contract; Appendix D, Forms, Tabulation Sheet, was updated with some minor formatting changes; Appendix M, FOB Shipping Terms Chart, was revised to add two additional terms and to clarify definitions, Appendix N, Policy 1, was updated to include new policies titled Statewide Policy on Expenditures by State Employees and Authorized Users, State Fleet Council Memo, Fleet Card Use, and Emergency Use Card (pending), and Policy 30, was updated to note there is no Policy 30 at this time; Table of Contents and Appendices index was revised to include above changes and to reflect revisions to Appendix N, Policy 1;

April 23, 2008, The following changes have been made to the ALP Manual: Section 2, General Purchasing Procedures, paragraph 2.24 and the bolded text on page 4 was revised; Section 3, Exceptions to the Solicitation Process, paragraph 3.3.4 was revised to correct the paragraph references; Appendix B, Glossary of Common Procurement Terms, was updated on the website to match the printed manual dated November 2007; Appendix C, Insurance, was updated to revise item numbering on summary page and Insurance Coverages for Contract Situations, Risk Management Division Training Material, Glossary of Insurance Terms, and Example of Proof of Insurance were updated on the website to match the printed manual dated November 2007; Appendix G, States with Resident Bidder and Reciprocal Preferences, was revised to refer buyers to MMD's website to obtain a complete copy of the referenced documents; Appendix I, Surplus Services, was updated to refer buyers to MMD's website to obtain a complete copy of the User Guide and the website was updated to match the printed manual dated November 2007; Appendix J, Vendor Information, was revised to add TG eligibility matrix to the summary page and to add the eligibility matrix for services which was inadvertently omitted; Appendix L, Environmental Information, was revised to update training material; Appendix M, FOB Shipping Terms Chart, was updated on the website to match the printed manual dated November 2007; Appendix P, ALP Certification Information, was updated on the website to match the printed manual dated November 2007; Appendix Q, Construction Solicitations, was updated to add a sample of IC 134 form with instructions to buyer; Appendix R, Ethics and Conflict of Interest, was updated to refer buyers to MMD's website to obtain a complete copy of the policy; Appendix S, MAPS Entry Guidance, was updated to refer buyers to MMD's website to obtain a complete copy of Point of Entry for MAPS; Table of Contents and Appendices index was revised to include the above changes and to clarify appendix documents.

April 14, 2008, Appendix E, MAPS General Terms and Conditions was updated by adding three new paragraphs at the end about products containing polybrominated diphenyl ether.

March 20, 2008, Appendix F, MAPS Solicitation Text, Index was updated by adding AMPGEP Environmental Preference to the index, and Appendix L, Environmental Information was updated.

March 12, 2008, Appendix F, MAPS Solicitation Text, Buyer Messages, was updated by adding AMPGEP Environmental Preference.

March 7, 2008, Appendix N, a new policy, Purchasing Policy 13 Cellular Telephones, Air Time and Service(Finance Policy 0807-04 and Statewide Policy: Appropriate Use of Electronic Communications and Technology) was updated.

February 25, 2008, the ALP Manual Table of Contents was updated to reflect the completion of Purchasing Policy 29.

February 22, 2008, Appendix N, a new policy, Purchasing Policy 29 Purchasing Janitorial Services was added. This policy allows exceptions to the solicitation process when purchasing from DEED certified rehabilitation facilities and extended employment providers.

February 8, 2008, Appendix F, MAPS Text Database Index and MAPS Text Database (recommended General Terms & Conditions) were updated to reflect the addition of Buyer Message AMPGES Employee Status required due to Executive Order 08-01. This Executive Order requires that state contract vendors certify they are in compliance with federal immigration laws.

February 1, 2008, Appendix D, Request for Bid (RFB) was updated to incorporate the changes required by Purchasing Policy 32, Immigration Status of State Contract Vendor Employees.

January 31, 2008, completely revised Appendix Q Construction, added Purchasing Policy 32 Immigration Status of Contract Vendor Employees, added the Prevailing Wage Report and the Immigration Status Certification to Appendix D Forms (secured area login required), and updated the Table of Contents to reflect these additions.

January 22, 2008, Appendix N, a new policy, Purchasing Policy 31 Prevailing Wage Payroll Requirements was added. This policy requires contracting agencies to collect payroll information for each state contract or purchase order that is covered by prevailing wage requirements.

January 21, 2008, the ALP Manual Table of Contents was updated to reflect the addition of Purchasing Policy 28 and Executive Order 08-01.

January 21, 2008, Appendix O, Executive Order 08-01 was added. This Executive Order requires that state contract vendors certify they are in compliance with federal immigration laws.

January 16, 2008, Appendix N, a new policy, Purchasing Policy 28 Employee Purchase of Computer Equipment and Related Products was added.

September 2007, a completely revised Local Purchase Authority Manual was published. All earlier updates have been incorporated in the revised manual.
